What is an EB-5 Visa?

  • The U.S. immigration through investment program
  • Established by the U.S. Congress in 1990
  • Up to 10,000 visas per fiscal year are allocated to the EB-5 program

The Vintage project received $4 million of EB-5 financing for the $22.4 million renovation of a historical church into a 68,000 sq. ft. multifamily complex with 85 apartments and is estimated to create 103 permanent U.S. jobs.


Program Requirements:

  • Amount: $500,000 if located in a Targeted Employment Area (“TEA”),otherwise $1 million
  • TEA: Area with greater than 150% of the national unemployment rate or a rural area
  • Job Creation: Each investment must create or save 10 permanent fulltime U.S. jobs
  • Source of Funds: Investment funds must come from a lawful source
  • Project: Investment must be made in a U.S. commercial enterprise


Who Receives a Visa?

  • Investors, their spouse, and all unmarried children under age 21 are eligible to receive an EB-5 visa
  • Other family members may be eligible to follow after the green cards have been issued


Regional Centers coordinate the immigration and investment components of the EB-5 program on behalf of three parties:

  • Foreign Investors file immigration petitions through an attorney with the USCIS along with supporting family and financial documentation
  • Project Developers plan and manage a real estate or business project to create the jobs required by EB-5 program regulations
  • S. Citizenship and Immigration Services (USCIS) reviews investor documentation and project information to approve the EB-5 petitions
